_Introduction to the Transit Oriented Development

Property developers are progressively developing residentials which adopts the concept of transportation or also known as Transit Oriented Development (TOD). TOD development is the approach to develop residential by maximizing location near public transportation which also minimize the use of personal vehicle.
TOD development is also believed to be the solution to transportation issues in large cities area including Jakarta. Many workers in the capital city who have no housing in Jakarta choose to reside out of Jakarta including Bogor, Depok, Tangerang, and Bekasi and commute to their workplace in Jakarta by using their own vehicles.
There are several conditions to meet in developing TOD in the Minister Regulation ATR/Head of BPN No. 16 year 2017 regarding the Guidelines of Transit Oriented Development which includes the requirement to be located where there are mass transportation hubs comprising rail ways based transportation, having at least two modes of transportation, and the area’s center activities development must base on mixed-use development. The mixed-use development is aimed to make the TOD as center of integrated and connected activities including office, residential, commercial business, and open green space. In essence, the TOD is expected to boost, facilitate, and prioritize the availability of public facilities that focus on accessibilities of its tenants as well as other mass transportation mode users which provides comfortable walking spaces for pedestrians.
TOD concept also merges residential and commercial areas in one location with design that maximize the access to public transportation such as the commuter line, MRT, LRT, etc. In general, a TOD area has area where there are stations and transit stations (train, subway, bus stop, etc.), surrounded by supporting facilities including residential, offices, and shopping centers.
TOD is designed to create a lively city spaces oriented at pedestrian and public transportation users. TOD is also aimed to reduce the use of personal vehicles and to encourage the public to walk and rely on public transportation. TOD is also aimed to solve traffic issues through mass integrated transportation system.
Transit Oriented Development Institute states several positive of TOD which includes:

  • Higher life quality with better place for housing, working, and playing;
  • Higher mobility and ease of movement;
  • Healthy lifestyle due to more walking and thus reducing stress level;
  • Increased traffic of pedestrian in business areas;
  • Less road traffic;
  • Higher and more stable property value;
  • Improved ability to maintain economic competitiveness;
  • Highly reduces dependence on fossil fuel, reduces pollution, and reduces environmental damage.


According to the Institute Transportation & Development Policy (ITDP) in Version 3 TOD Jakarta, TOD has eight main principles including Walk, Cycle, Transit, Connect, Mix, Densify, Compact and Shift. These principles are the city planning mean in Indonesia which helps the government, developers, and city planner to create accessible cities for its population which provides safe, affordable, and right connectivity to their workplace, education places, and economic places. The implementation of TOD principles can increase the standard in infrastructure and public transportation development which in turns can meet all the needs of the population proactively, without discerning age, physical ability, demography, or income level.
